Thank you, Special Rapporteur Rajagopal. The United States is appreciative of your report on the right to adequate housing during violent conflict. We are deeply disturbed by your report’s estimates on the number of homes deliberately targeted in Russia’s aggression against Ukraine.
As mentioned in this report, we would like to emphasize the importance of preventing conflict-related infringements upon the right to adequate housing, which often entrench housing discrimination and segregation and result in a lack of equitable redress and reconstruction and limited options for voluntary return.
The international community should promote just and durable solutions for refugees, internally displaced persons, and stateless persons, including those displaced by conflict and the effects of climate change, particularly women and girls in all their diversity and other vulnerable populations.
These just and durable solutions should include effective legal, policy and institutional measures that create sustainable and resilient housing solutions and promote housing choice and economic opportunity to achieve more diverse inclusive communities free from discrimination.
We ask: How can the international community address the housing needs of internally displaced persons and refugees displaced by Russia’s unprovoked war against Ukraine?
