The United States is pleased to join consensus on this resolution. We take this opportunity to clarify our position on four issues related to this resolution.
In OP19, we underscore our position that trade language, negotiated or adopted by the General Assembly and the Economic and Social Council or under their auspices, has no relevance for U.S. trade policy, for our trade obligations or commitments, or for the agenda at the World Trade Organization, including discussions or negotiations in that forum. While the UN and WTO share common interests, they have different roles, rules, and memberships. Similarly, this includes calls to adopt approaches that may undermine incentives for innovation, such as technology transfer that is not both voluntary and on mutually agreed terms.
In OP36, we understand the reference to scaled-up Official Development Assistance (ODA) to refer to ODA for support to fiscal capacity and not a generic call for scaling-up ODA.
With respect to OP29 and OP37 of the present resolution, the U.S. recognizes as precedent the language on commitments and targets in ODA in the Addis Ababa Action Agenda, paragraph 51 and reiterated in the 2022 Second Committee Financing for Development resolution. We understand the language in these paragraphs to refer to commitments made by each country. The United States has not committed to a particular target with regard to ODA to gross nation income.
