Explanation of Position on a Second Committee Resolution on South-South Cooperation for Development

Thank you, Madam Chair.

The United States is pleased to join consensus on this resolution.

With respect to OP 9, while we support South-South Cooperation, we believe that Member States, as the funders of UNDP, the UN Trust Fund for South-South Cooperation, and the UN Office of South-South Cooperation (UNOSSC) should have oversight over its activities, funding, and, most importantly, partnerships.

Regarding OP13 and the transfer of technology specifically, the United States understands that all references to transfer of, or access to, technology in this resolution refer to voluntary technology transfer on mutually agreed terms and conditions, and that all references to access to information and/or knowledge are to information or knowledge that is made available with the authorization of the legitimate holder.

Finally, regarding our positions on trade, the WTO, Special Drawing Rights, concessional finance, economic sanctions, and other issues related to technology transfers, we refer to our general statement delivered on November 21.
