The National Institute of Standards and Technology published eight press releases the month before, marking a 25 percent decrease for the current month.
The Institute was created in response to the proliferation of inconsistent standards for weights and measures throughout the US.
One of its many accomplishments is the creation of an experimental quantum logic clock. It will neither gain nor lose a second in four billion years.
