There were two notices published by the State Department in week ending March 4, according to the Federal Register.

The most recent notice, Delegation of Authority; Deputy Secretary of State as Final Appeal Authority for Payment Decisions Under the HAVANA Act, was submitted on March 1, 2023.

The State Department published one the week before, marking a 100 percent increase.

The State Department is responsibly for international relations with a budget of more than $50 billion. Tenure at the State Dept. is increasingly tenuous and it's seen as an extension of the President's will, ambitions and flaws.

Notices are required documents detailing rules and regulations being proposed by each federal department. This allows the public to see what issues legislators and federal departments are focusing on.

Any person or organization can comment on the proposed rules. Departments and agencies must then address “significant issues raised in comments and discuss any changes made,” the Federal Register says.
