APHIS is proposing to recognize Romania as free of highly pathogenic avian influenza and Newcastle disease. As part of this proposal, APHIS prepared a risk evaluation, which determined that Romania's prevention and control measures are sufficient to minimize the likelihood of introducing either HPAI or Newcastle disease into the United States via imported animals or products. This risk evaluation is available for public review and comment for 30 days at https://www.regulations.gov/document?D=APHIS-2019-0055-0001​​
