The U.S. Department of the Treasury has published data on the Homeowner Assistance Fund (HAF), indicating that the fund has supported over 500,000 families in retaining their homes by offering financial relief. More than $6.6 billion has been disbursed through the American Rescue Plan (ARP) to aid homeowners at risk of foreclosure.

According to a press release from the Department of the Treasury, 77% of the available HAF funding was utilized by the end of 2023, with 22 states depleting all their allocated funds. In response to the COVID-19 pandemic, the Treasury encouraged communities to address housing supply needs by using ARP funds to assist families facing homelessness. The HAF program has bolstered communities by supplying an array of resources that have contributed to stabilizing the housing market nationwide. To preserve home habitability, the program has invested $363 million in property taxes, $208 million in utility payments, and $43 million in home repairs.

As per the HAF data report, California had received the highest allocation of HAF funds, totaling just over $1 billion. Of this allocation, only 70.76% had been used at the time of reporting. Fourteen states were granted $50 million in funding - representing the lowest amount distributed within the program. South Dakota was among these fourteen states and it had used less than 2.50% of its allocated funding - marking it as having utilized its allocation least.

Deputy Secretary of the Treasury Wally Adeyemo stated: "The Biden-Harris Administration helped to prevent foreclosures and increased housing stability nationwide by keeping half a million families in their homes." He added: "The Treasury Department is working to ensure limited remaining American Rescue Plan funds are delivered to homeowners most in need." Drawing lessons from the financial crisis of 2008, Adeyemo noted that this administration has invested in a lasting foreclosure program to assist distressed homeowners in avoiding foreclosure on their properties.
