On April 22, 2024, the U.S. Environmental Protection Agency (EPA) announced a significant investment of nearly $250 million to deliver residential solar and advance environmental justice across California. This funding is part of the Solar for All grant competition, aimed at enabling low-income and disadvantaged communities to benefit from solar energy.
Martha Guzman, EPA Pacific Southwest Regional Administrator, emphasized the importance of this investment, stating, "For years, the benefits of household solar – such as the significant savings on energy bills – have been out of reach for too many in California."
The California Infrastructure Economic Development Bank (Ibank) has been selected to receive the grant, which is part of the historic $27 billion Greenhouse Gas Reduction Fund. This initiative, developed under President Biden’s Inflation Reduction Act, aims to lower household energy costs, create jobs, advance environmental justice, and combat the climate crisis.
California's Solar For All program (CA-S4A) will leverage the state's expertise in solar energy to reach homes and businesses most in need of affordable, clean energy. Additionally, GRID Alternatives will receive funding to deploy residential solar in multiple states, with a focus on affordable housing and tribal communities.
The Solar for All program aligns with President Biden’s Justice40 Initiative, ensuring that a significant portion of the benefits flow to disadvantaged communities. It is estimated that over 900,000 households in low-income areas will benefit from distributed solar energy, leading to substantial savings on electric bills and a reduction in carbon emissions.
Furthermore, this investment is expected to create around 200,000 jobs nationwide, contributing to the administration's goal of fostering high-quality employment opportunities in the clean energy sector. The selected applicants are committed to reducing climate and air pollution, providing benefits to low-income communities, and mobilizing financing for affordable solar energy deployment.
The EPA's selection process involved rigorous evaluation by experts from various government agencies, ensuring transparency and adherence to program requirements. Finalizing the awards is expected to take place in the summer of 2024, with projects set to commence soon after.
