Republic of Korea (ROK) Deputy Minister for National Defense Policy Cho Chang-rae, U.S. Assistant Secretary of Defense for Indo-Pacific Security Affairs Ely Ratner, and Japan Director General for Defense Policy Kano Koji came together virtually on April 24, 2024, for the 14th Defense Trilateral Talks. During the meeting, the officials discussed various issues pertaining to security in the region and ways to enhance trilateral security cooperation.
One of the key points highlighted was the commitment of the three countries to strengthening their cooperation in deterring the nuclear and missile threats posed by the Democratic People's Republic of Korea (DPRK). They condemned the DPRK's recent activities, including the diversification of nuclear delivery systems and illicit ship-to-ship transfers, as clear violations of United Nations Security Council resolutions.
The officials also emphasized the importance of effective implementation of UNSCRs and called on the international community to ensure that the DPRK complies with its obligations. They reiterated their support for peaceful and diplomatic resolutions with the DPRK while staying prepared for a strong response in case of any provocations.
Furthermore, the three sides recognized the significance of their trilateral security cooperation in maintaining peace and stability in the region. They expressed opposition to any unilateral attempts to alter the status quo by force and highlighted the importance of upholding international law, particularly regarding freedom of navigation and overflight.
In addition to discussions on regional security, the officials exchanged views on standing with Ukraine against Russia's actions, implementing strategic plans for the Indo-Pacific region, and institutionalizing trilateral security cooperation dialogues.
The United States reaffirmed its unwavering commitment to the defense of the ROK and Japan, ensuring that their security is supported by a full range of capabilities. The three countries pledged to continue working closely together and agreed to convene the 15th Defense Trilateral Talks later in the year in the Republic of Korea.
