On May 14, 2024, Secretary of State Antony J. Blinken met with Ukrainian Prime Minister Denys Shmyhal in Kyiv, Ukraine. The meeting marked Blinken's fourth visit to the country amidst ongoing conflict.
Prime Minister Shmyhal began by expressing his gratitude for the steadfast support from the United States during this challenging time. He said, "This is your fourth visit over the time of the full-scale invasion. We appreciate very highly your steadfast support." He thanked President Biden and his administration, as well as all American people for their unwavering support.
Shmyhal acknowledged the receipt of necessary assistance packages from the U.S., including a recent $400 million aid package that he stated has been instrumental in not only halting enemy advances but also reclaiming Ukrainian territories. He also expressed appreciation for the U.S. Congress finalizing a long-awaited project assistance package which will provide both military and financial aid to Ukraine.
The Prime Minister reassured that Ukraine continues its reform agenda and Euro integration path despite the ongoing crisis. He mentioned that Ukraine plans to implement 233 various reforms under an initiative called Matrix and highlighted a joint program with the International Monetary Fund (IMF) which has been on track and receiving all tranches of assistance.
In response, Secretary Blinken praised Shmyhal's leadership during these critical times and reiterated America's determination to help Ukraine succeed both militarily and economically. He emphasized that sustaining assistance to Ukraine is crucial in attracting private sector investment and facilitating Ukraine's pathway to European Union membership.
Blinken concluded by stating, "I can tell you that, as you mentioned, with the supplementary budget support assistance now arriving in Ukraine, I think it’s further demonstration of the commitment of the United States to a Ukraine that is sovereign, that is independent, and that is a thriving country."
