CAP releases principles and positions on Israel and Palestine

As the United States grapples with finding a diplomatic resolution to the Israel-Hamas conflict in Gaza, the Center for American Progress (CAP) has issued a new set of principles and positions on Israel and Palestine. These are designed to lay the groundwork for U.S. initiatives aimed at ending the conflict, securing the return of hostages, and fostering enduring peace in the region.

The policy paper advocates for U.S. policies that uphold international law, human security, justice, self-determination, accountability, and anti-discrimination. The people of the Middle East deserve security, freedom, and rights, and we cannot lose sight of that greater goal. In taking strong, principled positions, the United States can lead with credibility to advance a more hopeful future for the region.”

The paper's key positions include:

- Advocating for a two-state solution that acknowledges Palestinian statehood as crucial to peace and security.

- Reiterating a call to halt the transfer of lethal weapons to Israel until Gaza's famine threat is over and Israel shows a serious commitment to protecting civilians.

- Highlighting the need for accountability from both Hamas and Israeli government officials involved in abuses through transitional justice.

- Recommending international efforts to financially isolate Hamas and reduce its ability to acquire weapons.

- Recognizing that Iranian support enabled Hamas' October 7 attacks; it encourages U.S. collaboration with international partners to terminate this support.

- Urging the United States to employ sanctions and other diplomatic tools to help stop Israel’s settlement expansions and rights abuses which have impeded progress toward a political solution.
