Under Secretary for Public Diplomacy, Liz Allen, held a meeting with Kosovan President Vjosa Osmani-Sadriu in Pristina, Kosovo. The key agenda of their discussion was the strategic priority to advance Kosovo along its path towards European and Euro-Atlantic integration. They also stressed the importance of close coordination to achieve this goal. Under Secretary Allen emphasized the benefits of regional economic integration and underscored the significance of European and transatlantic values such as minority rights and media freedom.
In addition to their discussion, both parties signed a memorandum of understanding (MOU) aimed at strengthening cooperation between the United States and Kosovo on countering foreign state information manipulation. With this agreement, Kosovo becomes the fifteenth country across Europe, Africa, East Asia, and North America to endorse the U.S. Department of State’s Framework to Counter Foreign State Information Manipulation.
The countries endorsing this framework share a recognition that foreign state information manipulation - including disinformation and propaganda - is a transnational security threat. This threat has potential to create or exploit divisions within and among countries, jeopardize election integrity, and undermine public trust in government.
Through this MOU, the United States and Kosovo aim to expand information sharing, build capacity for critical counter-disinformation programming, and align government policies around the five key action areas established in the Framework. This expanded bilateral cooperation between the United States and Kosovo on countering foreign state information manipulation serves to advance both nations' shared interest in securing a free, open, and fact-based global information ecosystem.
