Secretary of State Antony J. Blinken delivered opening remarks before the Senate Committee on Appropriations, Subcommittee on State, Foreign Operations, and Related Programs regarding the FY25 Department of State Budget Request on May 21, 2024.
During his testimony at the Dirksen Senate Office Building in Washington, D.C., Secretary Blinken addressed the committee chaired by Senator Chris Coons. He expressed gratitude for the opportunity to testify and highlighted the importance of American leadership globally.

"With the support of Congress, we can approach these challenges from a position of strength," he said.
Blinken also discussed significant investments made domestically to bolster competitiveness, innovation, infrastructure, alliances, and aid to Ukraine. He commended Congress for passing the President’s supplemental funding bill by an overwhelming bipartisan margin last month.
"The FY25 budget that the President is putting forward requests $58.8 billion for the State Department and USAID," Blinken announced. This budget aims to fund essential missions of both entities while ensuring that the United States remains a key partner globally.
Key allocations within this budget include $2 billion for sustainable infrastructure development worldwide, resources for unlocking additional World Bank funding capacity amounting to $36 billion, $1.7 billion for international organizations like the United Nations and APEC, and $500 million to enhance secure internet access globally.
The budget also addresses synthetic drug crises along with responses to irregular migration, global food insecurity, public health issues, climate change impacts, and energy security concerns.
Additionally noted was a request for full funding of educational and cultural exchanges facilitated by the State Department which advance U.S. values internationally while supporting American students studying abroad.
