United States-Germany commit to joint efforts in quantum information science

The following statement was released by the Governments of the United States of America and the Federal Republic of Germany on the occasion of the Joint Committee Meeting on Science and Technology.

The United States of America and the Federal Republic of Germany (hereinafter referred to as Sides) recognize that science, technology, and innovation have enabled transformative capabilities across multiple sectors, from energy to health and communications to transportation. The foundation of this progress is the global research enterprise, which constantly creates new knowledge, understanding, and insights.

They appreciate that Quantum Information Science and Technology (QIST) revolutionizes both our understanding of fundamental phenomena as well as the development of powerful computers, networks with novel capabilities, and sensors with unprecedented precision.

The Sides understand that such robust technologies depend on an intensive effort to expand theoretical and practical understandings of QIST and to develop new tools for characterization, validation, and verification purposes.

They acknowledge that international partnerships are key to combining their countries' expertise, ingenuity, and creativity to expand their fundamental understanding of QIST. This cooperation aims to accelerate the realization of new technologies for humanity's benefit. They are mindful of research and innovation programs in which both nations actively participate and advocate for open international cooperation.

The Sides intend to harness science, technology, and innovation spirit to pursue cooperation based on mutual respect. They aim to promote QIST including but not limited to quantum computing, quantum networking, and quantum sensing.

The Sides intend to advance this agenda by:

- Embarking on good-faith cooperation underpinned by shared principles such as openness, transparency, honesty, equity, fair competition, objectivity, protection and enforcement of intellectual property rights.

- Committing to creating inclusive scientific research communities addressing equity issues so everyone can fully participate.

- Collaborating in workshops, seminars, and conferences discussing QIST research progress.

- Promoting a broad QIST R&D ecosystem facilitating multidisciplinary research.

- Building a trusted global market for QIST R&D engaging stakeholders like industry consortia.

- Encouraging opportunities for QIST connections across its value chain.

- Supporting the development of future scientists through personnel exchanges or other mechanisms.

- Leveraging multilateral opportunities discussing international QIST matters.

- Exploring other potential activities as decided upon.

Cooperation enabled by this Statement will be subject to the Agreement between the Government of the United States of America and the Government of Germany on Science and Technology Cooperation done at Washington on February 18, 2010.

The Sides intend to focus on cooperation in QIST for their mutual benefit while enhancing scientific cooperation under their respective leaderships.
