On May 28, 2024, Health and Human Services Secretary Xavier Becerra addressed the 77th World Health Assembly, emphasizing the importance of global collaboration in addressing health threats. Reflecting on the COVID-19 pandemic, Becerra noted that "the world emerged from the worst of the COVID-19 pandemic thanks to unprecedented collaboration that brought governments, the private sector, and civil society together around a common goal: to save lives."
Becerra warned against complacency as memories of the pandemic fade. He stressed that ongoing cooperation is essential to prevent and respond to future health crises. "Unprecedented collaboration will be needed again if we are to prevent, detect, contain, and respond quickly to the many common threats that we face," he stated.
He urged attendees to finalize proposed amendments to International Health Regulations (IHRs), particularly highlighting a tiered alert system designed to enhance global preparedness. "Finalizing the IHRs will build confidence in our ability to work together and set the stage for a more constructive future on pandemic response," Becerra said.
Becerra expanded his remarks beyond immediate health concerns, advocating for an equitable and inclusive approach to global health. He emphasized advancing sexual and reproductive health rights and including diverse voices in decision-making processes. “We must recognize (1) the value of a world that is equitable and inclusive; (2) the necessity of advancing sexual and reproductive health and rights for all; and (3) the importance of including the voices of women, minorities, and LGBTQIA+ populations into decision-making,” he asserted.
Addressing geopolitical issues impacting global health security, Becerra reiterated U.S. support for Taiwan's participation in WHO activities. He condemned Russia’s actions in Ukraine and called for an end to hostilities between Israel and Palestine. "The tragic, avoidable loss of life...must stop immediately," he declared.
Becerra affirmed President Biden's commitment to strengthening WHO through reforms aimed at advancing health equity globally. "The United States is proud to be both a strong partner and a leader in global public health," he said.
In concluding his address, Becerra underscored that global stability is intrinsically linked with health security: "There is no stability without health. There is no security without health."
