The Department of State has designated Tzav 9, an extremist Israeli group, for obstructing and damaging humanitarian aid convoys destined for Palestinian civilians in Gaza. According to the Department, members of Tzav 9 have engaged in actions such as blockading roads and vandalizing aid trucks, which have hindered the delivery of essential assistance.

On May 13, 2024, Tzav 9 members reportedly looted and set fire to two trucks near Hebron in the West Bank. These trucks were carrying humanitarian supplies intended for men, women, and children in Gaza.

The provision of humanitarian assistance is deemed crucial for preventing a worsening crisis in Gaza and mitigating famine risks. The U.S. government emphasized Israel's responsibility to ensure the safety and security of these convoys transiting through its territory and the West Bank en route to Gaza.

"We will not tolerate acts of sabotage and violence targeting this essential humanitarian assistance," stated a spokesperson from the Department. "We will continue to use all tools at our disposal to promote accountability for those who attempt or undertake such heinous acts."

Tzav 9 has been sanctioned under section 1(a)(i)(A) of Executive Order (E.O.) 14115 due to their actions that threaten peace, security, or stability in the West Bank. Petitions for removal from the Specially Designated Nationals (SDN) List can be sent to OFAC.Reconsideration@treasury.gov or referred to on the Department of State’s Delisting Guidance page.
