Fiscal Year 2025 appropriations bill allocates $61.605 Billion for state operations

The Fiscal Year 2025 State, Foreign Operations, and Related Programs Appropriations Act allocates $61.605 billion to the U.S. Department of State, the U.S. Agency for International Development (USAID), and other international agencies and programs. This funding aims to enhance America's global leadership, strengthen alliances, and provide humanitarian aid.

“This bill delivers critical new investments to advance America’s global leadership, strengthen our competitiveness, and address urgent challenges like ongoing conflict across the globe, dire humanitarian crises, the flow of fentanyl and other dangerous narcotics, and more," said Senator Patty Murray (D-WA), Chair of the Senate Appropriations Committee. "Investing in a safer, more prosperous world pays dividends in the long run and makes America more safe and competitive—and that’s exactly what this bipartisan bill does.”

Senator Chris Coons (D-DE), Chair of the Subcommittee on State, Foreign Operations, and Related Programs emphasized bipartisan cooperation: “This bill is a bipartisan demonstration that we can work together to confront global issues of concern... I thank my colleagues... for their continued commitment to expanding U.S. leadership on the world stage."

Key allocations include:

- **Department of State and USAID Operations**: $12.2 billion—$398 million above fiscal year 2024—for diplomatic security, information technology, cybersecurity.

- **International Development**: $9.5 billion for sustainable development programs including democratic governance and environmental protection.

- **Economic Resilience Initiative**: $685 million to enhance economic security through strategic infrastructure development.

- **Global Health**: $9.7 billion for initiatives combating diseases such as HIV/AIDS and malaria.

- **Humanitarian Assistance**: $8.9 billion for emergency needs including forced displacement and food insecurity.

- **International Organizations**: $2.9 billion to fulfill commitments to entities like the United Nations.

- **Supporting Allies**: Funding includes support for Ukraine as well as Memorandums of Understanding with Israel and Jordan.

- **Countering Malign Actors**: Increased funding to counter Russian influence and PRC activities.

- **Stopping Fentanyl Flow**: $1.4 billion allocated towards law enforcement cooperation against drug trafficking.

Additionally, increased funding is provided for oversight by Inspectors General at both the State Department and USAID.
