On July 24, 2024, energy ministers and representatives from the members and observers of the Partnership for Transatlantic Energy and Climate Cooperation (P-TECC) convened in Bucharest, Romania, to endorse a Statement of Principles.
The statement highlights Central and Eastern Europe’s resilience as the region adapts to a new energy security landscape by diversifying away from Russian energy sources. The ministers emphasized the importance of a united Trans-Atlantic relationship to ensure energy security and prosperity, particularly in light of Russia’s ongoing conflict with Ukraine.
"We reaffirm our enduring commitment to support Ukrainian partners in their efforts to defend, repair, and rebuild energy infrastructure destroyed by Russia," stated the representatives. They also expressed support for the Republic of Moldova's energy security through joint European and Trans-Atlantic efforts.
The statement acknowledges Central and Southeast Europe's crucial role in Europe's energy diversification, security, resilience, and sustainability. It values the European Commission's efforts within P-TECC to build consensus and promote stability in global energy markets while accelerating transitions away from fossil fuels.
Additionally, the Three Seas Initiative (3SI) was recognized as an important mechanism for enhancing joint efforts on energy infrastructure development. Lithuania, as its current President, received specific mention for its role.
Energy efficiency was highlighted as essential for any clean energy transition. The ministers committed to accelerating investments in renewable and clean/zero-emission energy sources while supporting various technologies to meet collective climate goals. Each country retains the flexibility to choose its path towards net-zero greenhouse gas emissions based on national circumstances.
The P-TECC body will underpin a just clean energy transition focused on job creation and economic growth. Emerging needs for technical collaboration in cyber and physical security of energy infrastructure were also affirmed due to threats from adversaries and extreme weather conditions.
The ministers committed to regular P-TECC Ministerial meetings to track progress, adapt to regional needs, identify new challenges, and work towards common climate stabilization goals. They encouraged ongoing participation from relevant stakeholders including the private sector.
Finally, deep appreciation was expressed towards the Government of Romania for hosting a successful P-TECC Ministerial in 2024.
