WASHINGTON – Today, John Miller, Senior Vice President of Policy and General Counsel for the global tech trade association ITI, testified before the U.S. House Oversight and Accountability Subcommittee on Cybersecurity, Information Technology, and Government Innovation. The hearing was titled “Enhancing Cybersecurity by Eliminating Inconsistent Regulations.”
In his testimony, Miller emphasized the bipartisan consensus on the need to harmonize inconsistent, duplicative, or conflicting cyber regulations. He highlighted that such inconsistencies lead to higher costs for customers and working families, negatively impact national security, and strain limited government resources.
“While we have studied the issue and offered recommendations, there has been no discernible harmonization – instead the problem is getting worse. It is time that we stop admiring this problem and commit to addressing it,” Miller stated.
Miller called on congressional lawmakers to:
- Ensure the Office of the National Cyber Director (ONCD) follows through on its ongoing work to implement the National Cybersecurity Strategy;
- Align existing and future cyber regulations around a common taxonomy including definitions and risk-management controls grounded in international standards;
- Define a standardized clearing process for new cyber regulatory activity to prevent future fragmentation;
- Collaborate with ONCD to develop and implement a structured reciprocity process that reduces barriers and clarifies company obligations; and
- Enforce congressional oversight authorities to ensure current and future administrations follow through on cyber harmonization solutions.
