Andrew Miller joins CAP as senior fellow focusing on Middle East policy

Andrew Miller, former deputy assistant secretary of state for Israeli-Palestinian Affairs in the Biden administration, is joining the Center for American Progress (CAP) as a senior fellow for Middle East policy in the National Security and International Policy department.

A veteran diplomat and foreign policy official with more than a decade of experience, Miller was among the most senior officials focused full-time on the Israel-Hamas war in Gaza. He played a key role in discussions with U.S. partners about post-conflict governance, security, and reconstruction arrangements.

Miller was instrumental in devising policies to promote stability in the West Bank, including U.S. initiatives to hold violent extremist settlers accountable. He also worked to maximize the delivery of humanitarian assistance to Palestinians in Gaza, facilitate the safe exit of American citizens and Palestinians from the conflict zone under extraordinary circumstances, and secure congressional approval for additional aid for humanitarian assistance and Israel’s defense requirements.

Miller previously served as a senior policy adviser to U.S. Ambassador to the United Nations Linda Thomas-Greenfield, covering the Middle East and North Africa, counterterrorism, political-military affairs, and intelligence. From 2017 to 2020, he was deputy director for policy at the Project on Middle East Democracy (now the Middle East Democracy Center) and a nonresident scholar in the Carnegie Endowment for International Peace’s Middle East Program.

“I am excited to join CAP’s National Security and International Policy department, which is at the forefront of developing a progressive foreign policy agenda for the United States,” said Miller. “I look forward to continuing to work on U.S. policy toward the Middle East and, in particular, helping to advance a future in which Israelis and Palestinians can enjoy the same rights and opportunities.”

Miller’s previous government assignments included serving as director for Egypt and Israel military issues on President Barack Obama’s National Security Council from 2014 to 2017, where he was involved in deliberations regarding U.S. security assistance to Egypt and Israel as well as Middle East peace issues. He also worked at the U.S. Department of State in various intelligence and policy roles, including positions within the Bureau of Intelligence and Research, Secretary of State Hillary Clinton’s policy planning staff, and at U.S. embassies in Cairo and Doha.

Miller earned a B.A. in political science from Dickinson College and an M.A. in foreign affairs from the University of Virginia.
