The U.S. Department of Housing and Urban Development (HUD) announced today nearly $3.6 million in funding to assist unhoused individuals following Hurricane Beryl's impact on communities in Oklahoma and Texas earlier this summer. The funds, distributed through HUD’s Rapid Unsheltered Survivor Housing (RUSH) program, aim to provide rapid assistance for those experiencing or at risk of homelessness in disaster-declared areas.
“Addressing the housing needs of impacted communities is one of our priorities,” said HUD Acting Secretary Adrianne Todman. “RUSH funding provides lifesaving assistance to our most vulnerable neighbors who struggle to find safe, stable housing after a disaster strikes.”
Despite efforts from the Federal Emergency Management Agency (FEMA), the American Red Cross, and local community members, the damage and displacement caused by Hurricane Beryl have surpassed local capacities. HUD’s RUSH funding will support emergency shelter, rapid re-housing, financial assistance for move-in costs, and supportive services for individuals and families who were homeless before the hurricane. For those at risk of homelessness due to the hurricane, funds will go towards prevention measures, utility assistance, and urgent supportive services. Both groups can receive up to 24 months of rental assistance.
“We have heard loud and clear—every day counts when communities are working to get people safely housed in the wake of disasters,” said Principal Deputy Assistant Secretary for Community Planning and Development Marion McFadden. “Today’s announcement and the recently published RUSH notice are two of many ways HUD is working to strengthen our support for disaster-impacted communities.”
The allocated funds will be distributed as follows:
| Jurisdiction | Allocation |
|----------------------|-------------|
| State of Oklahoma | $205,382 |
| Houston, TX | $1,000,000 |
| Fort Bend County, TX | $104,420 |
| Harris County, TX | $383,630 |
| State of Texas | $1,885,118 |
| **Total** | **$3,578,550** |
Launched in 2022, the RUSH program has awarded nearly $27.3 million to disaster-affected areas so far. In July 2024, HUD published a Notice of Intent in the Federal Register to streamline future award allocations for faster response times during disasters. This notice is open for public comment until September 16th via www.regulations.gov or mail.
