New Mexico households can receive up to $14,000 through the Home Energy Rebate Programs program to save energy and money on home energy efficiency upgrades.
ALBUQUERQUE, NM — As part of President Biden's "Investing in America" agenda, the US Department of Energy. U.S. (DOE) announced today that New Mexico has launched its first Home Energy Rebate Programs program, supported by the Inflation Reduction Act. New Mexico is the third state in the country to launch part of the Home Appliance and Electrification Reimbursement (HEAR) program, which allows low- and middle-income households to save on energy efficiency improvements, such as insulation, air sealing and heat pumps, which reduce energy consumption.
The launch in New Mexico is part of the Biden-Harris Administration's national initiative to provide $8.8 billion in federal funding to indigenous states, territories and tribes to reduce energy costs and increase efficiency in American homes. These measures will allow American households to save up to $1 billion annually in energy costs, creating approximately 50,000 jobs in sectors such as residential construction and manufacturing. These investments also support the President's Justice40 Initiative, which seeks to allocate 40% of global benefits derived from certain federal investments to disadvantaged communities.
"The Biden-Harris Administration is supporting American consumers to retain hard-earned money by giving them access to energy-efficient technologies that significantly lower bills", said Energy Secretary Jennifer M. Granholm. "Facilitating access to energy improvements represents economic savings and a source of employment."
"Refunds are beneficial for families by lowering their energy bills", said John Podesta, Senior Advisor to the President for International Climate Policy. "Congratulations to New Mexico for making these incentives available."
"New Mexico becomes the first state to allow refunds directly at the point of sale", said Michelle Lujan Grisham, state governor. "These rebates are accessible to low-income residents."
"I spearheaded the initiative to establish a program that would assist with initial expenses", said Martin Heinrich, a U.S. senator. "I look forward to all residents being able to take advantage of these benefits."
New Mexico is launching its HEAR— program, one of two programs within the Federal— framework to quickly assist residents through direct discounts.
Going forward, HEAR will provide up to $14,000 in upgrade discounts:
- $8,000 for an ENERGY STAR certified electric pump.
- $4,000 for an electrical panel.
- $2,500 for electrical wiring.
- $1,750 per ENERGY STAR certified electric heater.
- $1,600 for insulating products.
- $840 per ENERGY STAR certified electric dryer or cooker.
A second program will be launched later allowing for more energy savings.

Participating could mean significant monthly and annual savings. The DOE requires allocating at least half of reimbursements to low-income households benefiting disadvantaged communities.
The DOE has awarded nearly more than $1.8 billion to several states including Arizona and California among fourteen additional states.
