United States imposes new sanctions on suppliers to Pakistan’s ballistic missile program

The Department of State has announced actions against five entities and one individual involved in the proliferation of ballistic missiles and controlled missile equipment and technology.

The Beijing Research Institute of Automation for Machine Building Industry (RIAMB) has been designated under Executive Order 13382, which targets proliferators of weapons of mass destruction and their delivery systems. RIAMB has collaborated with Pakistan’s National Development Complex (NDC), which the United States assesses as being involved in developing and producing Pakistan’s long-range ballistic missiles. The collaboration included procuring equipment for testing large diameter rocket motors, such as those used in the Shaheen-3 and Ababeel missiles, with potential applications for larger systems.

In addition to this designation, sanctions are being imposed under missile sanctions laws—specifically the Arms Export Control Act (AECA) and the Export Control Reform Act (ECRA)—on three China-based entities, one Chinese individual, and a Pakistani entity for their roles in ballistic missile proliferation activities. The sanctioned parties include Hubei Huachangda Intelligent Equipment Company, Universal Enterprise Limited, Xi’an Longde Technology Development Company Limited (also known as Lontek), Chinese individual Luo Dongmei (also known as Steed Luo), and Pakistani entity Innovative Equipment. These sanctions have been enacted because these entities and individuals knowingly transferred equipment and technology controlled under the Missile Technology Control Regime (MTCR) Annex to a non-MTCR country in support of MTCR Category I missile programs.

"Today's actions demonstrate that the United States will continue to act against proliferation and associated procurement activities of concern, wherever they occur," stated an official from the Department of State.
