House passes multiple bills targeting threats posed by Chinese Communist Party

WASHINGTON, DC – Chairman John Moolenaar (R-MI) of the House Select Committee on the Chinese Communist Party led 'China Week,' during which the House of Representatives passed 25 pieces of legislation aimed at addressing threats posed by the Chinese Communist Party (CCP). The bills target various sectors including military, economic, ideological, and technological domains.

Among these legislative efforts are 12 bills derived from or aligned with recommendations in the Select Committee's December 2023 Economic Report and May 2023 Ten for Taiwan Report.

Chairman Moolenaar spoke at a press conference alongside Speaker Mike Johnson (R-LA), Conference Chair Elise Stefanik (R-NY), and Chairman of the Committee on Foreign Affairs Michael McCaul (R-TX). Moolenaar stated: “This week, we will draw a line in the sand. With one voice, the U.S. Congress will tell Xi Jinping, this far, and no further.”

One significant bill passed was H.R. 8333 - BIOSECURE Act. The bill aims to protect Americans' genetic data from CCP-backed biotechnology companies such as BGI Genomics, WuXi AppTec, and Wuxi Biologics. Following its passage, Moolenaar said: "The House just sent a powerful, bipartisan message to the Chinese Communist Party: the United States will not sit idly by while the CCP steals our genetic data."

Another notable bill is H.R. 2684 - Countering CCP Drones Act. This legislation places DJI on the FCC's Covered List to prohibit future models from operating in the U.S., citing national security risks due to DJI’s ties with the Chinese military.

The House also passed H.R. 8631 - Decoupling From Foreign Adversarial Battery Dependence Act to prevent DHS from procuring batteries from six Chinese companies linked to forced labor practices.

H.R. 9456 - Protecting American Agriculture from Foreign Adversaries Act was also approved. It adds agriculture-related investment decisions to CFIUS oversight and mandates review of foreign adversary land purchases near sensitive areas.

Further legislation includes H.R. 1516 - DHS Restrictions on Confucius Institutes and Chinese Entities of Concern Act which restricts funding for institutions hosting Confucius Institutes; H.R. 7980 - End Chinese Dominance of Electric Vehicles in America Act which limits FEOC access to tax credits; and H.R. 1157 - Countering PRC Malign Influence Fund Authorization Act supporting State Department initiatives against CCP influence.

Other bills passed include:

- H.R. 5425 - Science and Technology Agreement Enhanced Congressional Notification

- H.R. 554 - Taiwan Conflict Deterrence Act

- H.R. 8361 - Economic Espionage Prevention Act

- And several others targeting economic espionage, export controls, communications transparency among other areas critical for national security.

Moolenaar emphasized that these legislative measures send a clear message about U.S.'s stance against CCP’s activities that threaten American interests.
