Today in New York City, during the 79th Session of the United Nations General Assembly, Secretary of State Antony Blinken launched the Partnership for Global Inclusivity on AI. This initiative aims to leverage artificial intelligence (AI) for sustainable development globally.
The Partnership for Global Inclusivity on AI (PGIAI) includes the Department of State, Amazon, Anthropic, Google, IBM, Meta, Microsoft, Nvidia, and OpenAI. Collectively, they commit more than $100 million to harness AI's potential as a tool for sustainable development in developing countries. The PGIAI will focus on increasing access to AI models and tools, building human technical capacity, and expanding local datasets.
Secretary Blinken announced that the Department of State intends to provide $10 million in Foreign Assistance to close the AI access gap and promote the Partnership's objectives. An additional $23 million will be sought from Congress to promote responsible use and governance of AI globally. Programs include over $12 million for democracy and human rights initiatives using AI; approximately $5 million for education and cultural exchanges; over $3 million to combat online hate; a $1.2 million project for an AI Policy Framework in OAS member states; and $1.3 million for USAID’s Responsible AI funding.
Participating companies made several commitments:
- **Amazon Web Services**: Donating $10 million in credits to support closing the global AI access gap.
- **Anthropic**: Providing up to $1 million in API access to government projects focused on citizen services.
- **Google**: Offering $120 million through a Global AI Opportunity Fund and partnering with nonprofits.
- **IBM**: Extending its IBM Sustainability Accelerator pledge up to $45 million by 2028.
- **Meta**: Investing over $10 million in programmatic support globally.
- **Microsoft**: Investing more than $12 billion in data center infrastructure and skilling programs.
- **Nvidia**: Providing annual training programs worth $10m/year for developers in emerging economies.
- **OpenAI**: Launching OpenAI Academy with an initial investment of $1 million in API credits.
Secretary Blinken also announced the release of two documents developed by the U.S. government—the Global AI Research Agenda and the AI in Global Development Playbook—to guide future research collaborations on AI.
These announcements build upon previous efforts by the U.S government to promote inclusivity and equitable access to AI benefits globally. In 2023, it provided $15 million at the UN General Assembly for building global capacity around AI development. The U.S has also signed international agreements emphasizing respect for human rights within the context of AI.
