On September 25, 2024, Secretary of State Antony Blinken and U.S. Ambassador to the United Nations Linda Thomas-Greenfield hosted an event during the 79th UN General Assembly to highlight the progress of the Haitian National Police in restoring security in Haiti. This effort is supported by the Kenyan-led Multinational Security Support (MSS) mission.
The Secretary emphasized the importance of continued international support for Haitian-led efforts and the MSS mission. Discussions included contributions from the international community, timelines for further personnel deployments, and options for sustaining the MSS mission, potentially transitioning it into a UN Peacekeeping Operation.
Haitian Prime Minister Garry Conille, Haitian Transitional Presidential Council President Edgar Leblanc Fils, and key partners such as Kenya, Canada, France, and members of the Caribbean Community (CARICOM) discussed necessary resources and funding for the mission. They also welcomed additional contributions from participating countries.
Secretary Blinken announced that the United States is providing an additional $160 million in development, economic, health, and security assistance for Haiti. This brings total U.S. foreign assistance to over $1.3 billion since FY 2021. Additionally, Blinken announced designations against Prophane Victor for his role in supporting gangs involved in human rights abuses and Luckson Elan for his involvement in gang-related human rights abuses in Haiti’s Artibonite department.
"The United States supports the Haitian people and their aspirations for a peaceful and democratic Haiti," said Secretary Blinken.
