The Governments of the United States and Iraq have released a joint statement announcing the timeline for ending the Global Coalition to Defeat ISIS's military mission in Iraq. The announcement follows extensive consultations and discussions with Coalition leadership and member states, as well as nine months of intensive meetings within the U.S.-Iraq Higher Military Commission.
"Iraq and the United States of America are connected by a strategic relationship," begins the statement. It continues by outlining three key points:
First, the Coalition’s military mission in Iraq will conclude over the next twelve months, transitioning to bilateral security partnerships by the end of September 2025. This transition aims to support Iraqi forces and maintain pressure on ISIS.
Second, given Iraq's role as a key Coalition member, efforts will continue to prevent ISIS's return from northeast Syria. Subject to conditions on the ground and consultations among Iraq, the United States, and other Coalition members, this mission will extend until September 2026.
Third, the Higher Military Commission is committed to formulating procedures necessary for implementing these changes. This includes ensuring the physical protection of Coalition advisors present in Iraq during the transitional period, consistent with Iraqi laws and constitution.
The statement expresses gratitude towards the Coalition for its support in confronting ISIS and securing its territorial defeat in Iraq. "At the forefront of these countries has been the United States of America," it notes. The Coalition also appreciates Iraq's role and sacrifices made by Iraqi security forces in combating this global threat.
Looking ahead, both nations aim to strengthen their relations through enhanced security assistance and cooperation based on mutual respect. This is consistent with agreements made during Prime Minister Mohammed Shia Sudani's visit to Washington, D.C., in April 2024, and subsequent dialogues held in July 2024.
"This historic transition marks one decade since the formation of the Coalition’s military mission in Iraq," states the release. It concludes by reaffirming Iraq's commitment to protecting international advisors present at its invitation.
