EPA fines Washington facility for Clean Water Act violations

The U.S. Environmental Protection Agency (EPA) has announced that Venoil, LLC, a used oil bulk storage and processing facility located in Anacortes, Washington, will pay a penalty of $57,800. This fine is for violations related to the Clean Water Act's Spill Prevention, Control, and Countermeasure (SPCC) regulations.

The SPCC regulations aim to prevent oil from contaminating streams, rivers, wetlands, and shorelines. They require facilities to develop Spill Prevention Plans and adhere to specific procedures and equipment requirements. Venoil was found to have failed in inspecting its tanks for leaks and spills and did not establish proper notification procedures for authorities in case of spills.

Recycling used oils is encouraged as it offers environmental benefits. Used motor oil can be re-refined into new oil or processed into fuel oils. "Petroleum products are an integral part of a strong national economy," stated Ed Kowalski, Director of the EPA Region 10 Office of Enforcement and Compliance Assurance. He emphasized the importance of compliance with spill prevention requirements during recycling activities to ensure public health and environmental safety.

Venoil has since started a formal tank integrity testing program and implemented other corrective actions related to SPCC compliance.
