The Federal Trade Commission (FTC) has issued a request for public comment on the proposed modification of the Horseracing Integrity and Safety Authority’s (HISA) Assessment Methodology Rule. This request was made available in the Federal Register on October 23, 2024. Stakeholders have until November 6, 2024, to submit their comments by following the guidelines provided in the notice.
The Horseracing Integrity and Safety Act mandates that any rules or modifications by HISA must be submitted to the FTC for approval. The FTC is required to approve these submissions if they are found to be “consistent with” both the Act and its own regulations, after allowing an opportunity for public feedback.
The FTC's mission includes promoting competition and protecting consumers through education. It emphasizes that it will never ask for money, make threats, instruct individuals to transfer funds, or offer prizes.
