U.S. Customs and Border Protection (CBP) officers at the Laredo Port of Entry apprehended a man wanted on an outstanding felony warrant for a sex-related offense against a child. The arrest occurred last night when CBP officers encountered Carlos Pargas Magallanes, 48, during a routine inspection.
Port Director Albert Flores commented on the arrest, stating, "Our frontline CBP officers apprehended yet another person wanted in connection with an outstanding felony warrant for an alleged sex crime involving a child." He emphasized that such apprehensions highlight the importance of CBP's border security mission and their commitment to community safety.
The incident took place on Thursday, October 24, at the Juarez-Lincoln Bridge. Officers referred Pargas Magallanes, a lawful permanent U.S. resident, for secondary inspection. During this process, they used biometric verification and federal law enforcement databases to confirm his identity and discovered he was wanted by the Webb County Sheriff's Office for indecency with a child (sexual contact). Subsequently, CBP officers transported him to Webb County jail for adjudication of the warrant.
The National Crime Information Center (NCIC) is an automated database that aids law enforcement agencies by sharing information about outstanding warrants across various offenses. This system has enabled CBP officers to make previous arrests related to serious crimes such as homicide, escape, money laundering, robbery, narcotics distribution, sexual child abuse, fraud, larceny, and military desertion.
It is important to note that criminal charges are allegations until proven in court. Defendants are presumed innocent unless found guilty.
