The Fifth U.S.-ASEAN Cyber Policy Dialogue took place in Singapore on October 17, 2024. The event was co-chaired by the United States and Cambodia, showcasing a commitment to a collaborative vision for cyberspace that supports international trade, strengthens security, and fosters economic growth.
Participants reaffirmed the U.S.-ASEAN Leaders’ Statement on Promoting Safe, Secure, and Trustworthy Artificial Intelligence from the 12th U.S.-ASEAN Summit held in October 2024. Discussions centered around enhancing the positive nature of the U.S.-ASEAN Comprehensive Strategic Partnership and advancing a shared vision for cyberspace and digital technologies.
The dialogue revisited commitments made in the U.S.-ASEAN Leaders’ Statement on Cybersecurity Cooperation from November 2018. Participants exchanged views on regional and international cyber environments and discussed domestic cyber policies. There was an emphasis on cooperation in international forums.
Attendees reiterated their support for responsible state behavior in cyberspace, referencing ongoing UN discussions. Progress in regional cybersecurity cooperation and capacity building was acknowledged, with an emphasis on implementing confidence-building measures to mitigate risks of misperception and escalation online.
Collaborative efforts were highlighted to strengthen collective cyber capacity through initiatives such as the U.S.-Singapore Third Country Training Program on Cybersecurity and ASEAN-Japan Cybersecurity Capacity Building Centre. The focus included protecting critical infrastructure like industrial control systems and combating cybercrime.
The dialogue aligns with cooperative efforts outlined under various strategic plans between the United States and ASEAN. Participants expressed interest in holding the Sixth U.S.-ASEAN Cyber Policy Dialogue during Singapore International Cyber Week in 2025.
