The Bureau of Energy Resources (ENR) has outlined its efforts to promote energy security and decarbonization at the COP 29 conference. The bureau aims to assist global partners in deploying clean energy technologies, improving access to sustainable energy, and supporting American investments in energy infrastructure.
In response to ongoing attacks on Ukraine's energy infrastructure by Russia, ENR has led international support for Ukraine's energy system recovery. This effort is chaired by the G7+ ministerial group, launched by Secretary Blinken in November 2022. As of June 2024, G7+ partners have pledged an additional $1 billion for Ukraine's energy sector, raising total support since February 2022 to over $5 billion.
ENR has also spearheaded the Minerals Security Partnership (MSP), focusing on diversifying global supply chains of critical minerals used in clean energy technologies. The MSP Finance Network involves more than 30 public finance development banks and export credit agencies. ENR has worked with over 30 countries through the Energy and Mineral Governance Program to diversify mineral supply chains.
The Clean Energy Demand Initiative (CEDI) connects countries with companies seeking clean energy solutions. Partnering with the Clean Energy Buyers Association (CEBA), CEDI promotes policies and investments that align with decarbonization targets. Over 100 companies have shown interest in clean energy across 14 markets.
Since 2021, ENR’s Power Sector Program (PSP) has committed over $40 million towards decarbonizing power sectors globally. PSP initiatives include technical cooperation activities benefiting over 4,500 foreign officials and partnerships like the Japan-U.S.-Mekong Power Partnership.
To advance gender equity in the energy sector, ENR launched the Women in Energy (WE) Strategy. The strategy includes leadership training and mentorship programs that have reached over 500 women worldwide. Additionally, PSP contributed over $4.25 million to enhance women's leadership capacities in various regions.
ENR’s Energy and Mineral Governance Program (EMGP) is working on reducing methane emissions from oil and gas sectors by developing necessary frameworks for hydrocarbon-producing countries. EMGP published a "Methane Abatement for Oil and Gas: Handbook for Policymakers" to guide legislative efforts.
As part of President Biden’s Carbon Management Challenge, EMGP supports carbon management policy development globally. They partnered with the Department of Commerce’s Commercial Law Development Program to publish a "CCUS Handbook for Policymakers."
