The Secretary’s International Security Advisory Board (ISAB) has released three significant reports today. These studies, titled “Report on Biotechnology in the PRC’s Military-Civil Fusion Strategy,” “Report on Multilateral Disarmament Structures,” and “The Limits of Influence: U.S. Security Cooperation in the Age of Strategic Competition,” address key issues in international security.
Ambassador Bonnie D. Jenkins, Under Secretary of State for Arms Control and International Security, requested these studies. They focus on biotechnology within one of the People's Republic of China's national strategies, trends in multilateral disarmament, and the role of security cooperation as a tool for influence. The recommendations from these studies were approved during the ISAB's plenary meeting held on October 30, 2024.
The ISAB offers independent insight and advice to the Department on arms control, disarmament, nonproliferation, outer space, critical infrastructure, cybersecurity, national security aspects of emerging technologies, international security, and public diplomacy. The Board operates under the oversight of the Under Secretary for Arms Control and International Security and submits its recommendations through this office to the Secretary. This operation is consistent with guidelines set by the Federal Advisory Committee Act (FACA).
