U.S. sanctions former Colombian general over human rights violations

The United States has announced the designation of former Colombian General Mario Montoya Uribe due to his involvement in gross violations of human rights. According to Secretary of State Antony J. Blinken, there is credible evidence that during Montoya Uribe's tenure, he was involved in extrajudicial killings of civilians, which were falsely reported as combat deaths during Colombia’s internal armed conflict. As a result, Montoya Uribe and his immediate family members are generally ineligible for entry into the United States.

The U.S. has been a supporter of Colombia’s Peace Accord since its signing in 2016 and joins the Colombian people in commemorating its eighth anniversary this November. The United States remains committed to supporting a lasting peace in Colombia that addresses the needs of victims and survivors. Additionally, the U.S. commends the Special Jurisdiction for Peace’s efforts to end impunity for conflict-related crimes and address victims' needs throughout the transitional justice process.

These designations are made under Section 7031(c) of the Department of State, Foreign Operations, and Related Programs Appropriations Act, 2024 (Div. F, P.L. 118-47), as carried forward by the Continuing Appropriations Act, 2025 (Div. A, P.L. 118-83).
