The Biden-Harris Administration has announced a significant investment in the U.S. semiconductor industry through an award to Intel Corporation. The U.S. Department of Commerce has granted Intel up to $7.865 billion in direct funding as part of the CHIPS Incentives Program’s Funding Opportunity for Commercial Fabrication Facilities. This financial support is intended to bolster Intel's projected $90 billion investment in the United States by the end of the decade, contributing to its broader expansion plan exceeding $100 billion.
Gina Raimondo, U.S. Secretary of Commerce, emphasized the importance of this initiative: “The CHIPS for America program will supercharge American innovation and technology and make our country more secure – and Intel is playing an important role in the revitalization of the U.S. semiconductor industry through its unprecedented investments across Arizona, New Mexico, Ohio, and Oregon.”
White House Deputy Chief of Staff Natalie Quillian added that this award represents progress in President Biden’s efforts to strengthen domestic manufacturing: “Today’s award marks another key step in implementing President Biden’s CHIPS and Science Act and the Investing in America agenda to reshore manufacturing, create thousands of good-paying jobs, and strengthen our economy.”
Intel's advancements include technologies such as Intel 18A and advanced packaging services which are expected to enhance domestic chip supply. The Department's funding will aid both fabrication and packaging projects across several states including Arizona, New Mexico, Ohio, and Oregon. These initiatives are projected to generate approximately 10,000 manufacturing jobs along with 20,000 construction jobs.
Pat Gelsinger, CEO of Intel stated: “With Intel 3 already in high-volume production and Intel 18A set to follow next year, leading-edge semiconductors are once again being made on American soil.” He highlighted bipartisan support for restoring American technological leadership as a driving force behind these investments.
CHIPS for America aims to distribute funds based on project milestones related to construction and technology development while monitoring performance through detailed reports.
Since its inception under the current administration, CHIPS for America has allocated over $19 billion out of a proposed $36 billion incentives fund across various states with expectations of creating over 125,000 jobs nationwide.
