Ricky McNeil, a 31-year-old resident of Washington, D.C., has been convicted by a jury in the Superior Court of the District of Columbia. The charges include one count of kidnapping while armed, one count of first-degree sexual abuse with aggravated circumstances, and one count of robbery related to an assault that occurred in July 2023. This announcement was made by U.S. Attorney Matthew M. Graves and Chief Pamela A. Smith from the Metropolitan Police Department (MPD).

McNeil was also found guilty on additional counts: assault with a dangerous weapon (knife), possession of a prohibited weapon (knife), and assault with significant bodily injury. The verdict was delivered on December 11, 2024, following the trial presided over by Judge Michael O’Keefe. Sentencing is scheduled for February 14, 2025, where McNeil could face life imprisonment without parole.

The incident took place on July 26, 2023. As per government evidence, McNeil approached the victim—a stranger to him—on Benning Rd NE asking for a cigarette as she walked past him. She offered to buy him one at the store but McNeil grabbed her purse and ran toward his apartment nearby. When she attempted to retrieve her purse at his door, he pulled her inside and blocked the entrance.

Inside the apartment, when the victim sought help through a window, McNeil assaulted her physically before forcing her into another room where he coerced her into performing oral sex under threat with a knife. After being bitten during this act by the victim who resisted his attack further led to more violence from McNeil resulting in serious injuries including a split lip.

The victim managed an escape by jumping out from a second-story window and reached safety at a nearby McDonald's where she contacted emergency services using a borrowed phone after finding assistance from a passerby.

A search warrant executed subsequently recovered both victims' clothing items along with blood traces belonging to both individuals within McNeil's premises indicating struggle evidence supporting prosecution claims.

McNeil had fled post-incident but was later apprehended under warrant execution carried out in Tampa Florida around October 2023; he was then extradited back facing detention without bail awaiting
