United States Attorney Roger B. Handberg has announced the arrest and indictment of Liridon Masurica, a Kosovo national known as "@blackdb." Masurica was apprehended by authorities in Kosovo, and U.S. officials are seeking his extradition under the treaty between the United States and Kosovo.
On December 3, 2024, a grand jury in Florida's Middle District indicted Masurica on one count of conspiracy to commit access device fraud and five counts related to the fraudulent use of unauthorized access devices. If convicted on all charges, he could face up to 55 years in federal prison.
The indictment claims that Masurica was the lead administrator of BlackDB.cc, an online criminal marketplace operating since 2018. The site allegedly sold compromised account credentials, credit card information, and other personal data primarily belonging to individuals in the United States. Purchasers reportedly used this information for illegal activities such as tax fraud and identity theft.
Authorities emphasize that an indictment is a formal charge only; defendants are presumed innocent until proven guilty.
The investigation was conducted by the FBI and IRS-Criminal Investigation with assistance from Kosovo Police’s Cybercrime Investigation Directorate. Assistant United States Attorney Carlton C. Gammons will prosecute the case. The FBI’s Legal Attaché Office in Sofia and the Department of Justice’s Office of International Affairs also contributed significantly, alongside Kosovo's Special Prosecution and Cybercrime Investigation Directorate.
