Following the release of the Bipartisan House AI Task Force's final report on artificial intelligence governance, the Center for Data Innovation has issued a statement. Senior Policy Manager Hodan Omaar and Director Daniel Castro expressed their views on the matter.
"For too long, U.S. policymakers have struggled to articulate a thorough and coherent vision for AI governance," they noted. They pointed out that federal efforts have been disjointed, with various initiatives prioritizing different goals, leaving lawmakers without a framework to champion domestically or internationally.
The report is praised for its clarity and practicality, offering an actionable blueprint for Congress to establish a unified U.S. vision for AI governance. "Its strength lies in its clarity about what to regulate, who should regulate it, and how to do so effectively," said Omaar and Castro.
Regarding regulation specifics, the report identifies novel risks unique to AI that existing laws do not address. It suggests empowering sectoral regulators with necessary tools and expertise to manage AI-specific risks within their domains.
Furthermore, by advocating for federal preemption, the report argues for replacing state laws with a consistent national framework. This approach aims not only at reducing complexity but also at ensuring innovation can occur at scale without compromising safeguards.
"This isn’t about sweeping mandates or abstract principles—it’s a practical, layered strategy that lawmakers can rally behind," stated Omaar and Castro. The report offers what they describe as "the most coherent path yet" toward a unified U.S. approach to AI governance.
