A Jamestown pharmacist, Philip Hall, has been charged with multiple counts of health care fraud and aggravated identity theft. The charges were announced by Acting United States Attorney for the Middle District of Tennessee, Thomas J. Jaworski. Hall faces nine counts of health care fraud and six counts of aggravated identity theft following a federal indictment that was unsealed last Friday.
Hall owned and operated Hall Family Pharmacy, Inc., which had locations in Jamestown and Clarkrange, Tennessee. As the pharmacist-in-charge at HFP Jamestown and one of the pharmacists at HFP Clarkrange, Hall allegedly submitted false claims to Medicare, Medicaid, TRICARE, and Blue Cross Blue Shield from 2018 until May 2024. These claims were reportedly for prescriptions that were either medically unnecessary or not dispensed as claimed.
The indictment states that Hall's actions resulted in more than $6 million in false claims to these programs. Additionally, he is accused of using other people's identities without their consent to obtain reimbursements from health care benefit programs.
“We will always seek to protect taxpayer dollars from those who would take them fraudulently and illegally,” said Acting United States Attorney Thomas J. Jaworski. “Seniors in our community need to know that Medicare will be protected from fraud and abuse.”
If convicted on all charges, Hall could face up to ten years in federal prison for each count of health care fraud and an additional two years for each count of aggravated identity theft. The U.S. government is also seeking a money judgment amounting to $6,524,585.44—the alleged proceeds from the fraudulent scheme.
The investigation into this case is being conducted by the U.S. Department of Health and Human Services Office of Inspector General (HHS-OIG), the Tennessee Bureau of Investigation, and the Department of Defense Office of Inspector General. Assistant U.S. Attorney Chris Suedekum is leading the prosecution.
