The Biden-Harris Administration has initiated a new phase in public-private partnerships to enhance U.S. foreign policy and national security. President Biden emphasized that "government alone cannot solve the complex challenges the United States faces at home and abroad," highlighting the need for diverse contributions from sub-national and non-governmental partners.
The administration's approach includes public-private partnerships as part of major White House initiatives, aiming to engage in strategic competition on various fronts such as economic, military, ideological aspects, and global cooperation on shared issues like climate change and pandemic prevention.
Significant advancements have been made in building partnership capacity across federal agencies, enabling nearly all national security agencies to utilize these collaborations. The administration has leveraged over $97 billion from private sector partners since FY 2021 and established more than 1,400 new partnership programs with over 4,400 distinct partners globally.
Key areas of focus include infrastructure investment through the Partnership for Global Infrastructure and Investment (PGI), regional entrepreneurship via the Americas Partnership for Economic Prosperity (APEP), global COVID response efforts, tackling climate crisis initiatives like PREPARE, promoting gender equality through various initiatives, building regional disaster resilience with FEMA's local partnerships, addressing food insecurity with Feed the Future initiative, refugee resettlement efforts including Welcome Corps for Afghan allies, managing regional migration under the Los Angeles Declaration on Migration and Protection, digital connectivity growth across the Global South including Africa Tech for Trade Alliance initiatives, advancing American competitiveness in supply chains & tech through CHIPS and Science Act investments and National Artificial Intelligence Research Institutes partnerships.
Additionally, cybersecurity measures have been enhanced with actions like the U.S. Cyber Trust Mark program to improve cybersecurity standards across consumer smart devices.
