Upon assuming office, the Biden-Harris Administration initiated a focused effort to address anomalous health incidents affecting U.S. personnel. This involved coordinating various departments and agencies across the government to develop new policies aimed at improving medical care access for affected individuals, facilitating incident reporting without stigma, and ensuring eligible employees receive benefits under congressional statutes such as the HAVANA Act.
The administration also tasked the Intelligence Community with investigating the causes of these incidents and directed comprehensive research by leading laboratories, guided by experts both within and outside the government.
"Our focus on these priorities remains unwavering and must continue," stated NSC Spokesperson Sean Savett. He emphasized that today's updated Intelligence Community Assessment underscores the importance of continued critical research, investigation of credible incidents, and enhanced efforts to provide timely care and long-term clinical follow-up.
The current administration plans to brief its successor on ongoing work and additional areas recommended by an expert panel from the Intelligence Community. This panel found that some anomalous health incidents defy explanation through known environmental or medical conditions, suggesting pulsed electromagnetic or acoustic energy as plausible explanations in certain cases.
"As with other health challenges faced by U.S. personnel that took years to diagnose, sustained clinical, research, and investigative work is necessary," Savett added. The aim is to clarify the causes of reported symptoms, develop effective medical interventions, and prevent future occurrences. "Our brave colleagues and their families, who suffered real and sometimes serious injuries, deserve no less."
