US-ROK Nuclear Consultative Group focuses on DPRK threat

The Nuclear Consultative Group (NCG) between the United States and the Republic of Korea (ROK) continues to play a significant role in strengthening extended deterrence on the Korean Peninsula. Established by the U.S.-ROK Washington Declaration in April 2023, the NCG aims to address nuclear threats posed by the Democratic People’s Republic of Korea (DPRK).

"The NCG is a bilateral consultative body tailored to the situation on the Korean Peninsula and aimed at deterring and responding to the DPRK nuclear threat," according to a statement from the Office of the Spokesperson.

The group facilitates senior-level discussions on nuclear and strategic planning, with both nations operating as equal partners. The focus remains on ensuring safety for ROK citizens and maintaining stability in the Indo-Pacific region.

Co-chaired at an assistant secretary level, meetings involve senior policy leaders from both countries' defense departments, alongside interagency participants from national security, defense, military, diplomatic, and intelligence sectors. The group convenes twice annually at principal levels with additional working-level meetings throughout the year. Hosting duties alternate between the two countries.

Key U.S. participants include representatives from various defense departments and commands such as "the Department of Defense," "Office of the Secretary of Defense," "Joint Staff," among others. ROK participants include officials from their Ministry of National Defense and other related agencies.

Since its inception, principal-level meetings have been held in Seoul and Washington. These sessions have focused on various work streams including nuclear planning, exercises, communication processes during crises, risk reduction practices, strategic messaging, and information sharing protocols.

The NCG has made strides in enhancing U.S.-ROK cooperation through joint military assessments and improving communication channels during potential nuclear crises. It has also increased visibility of U.S. strategic assets near Korea as part of its deterrence strategy.
