U.S. designates The Terrorgram Collective as global terrorists

The United States Department of State has designated The Terrorgram Collective and three of its leaders as Specially Designated Global Terrorists. This action is taken under Executive Order 13224, as amended, in response to the group's activities that promote violent white supremacism and solicit attacks on perceived adversaries.

Terrorgram operates primarily on the social media platform Telegram, where it provides guidance on tactics and targets for attacks, including critical infrastructure and government officials. Notable incidents linked to Terrorgram include a shooting outside an LGBTQI+ bar in Slovakia in October 2022, a planned attack on energy facilities in New Jersey in July 2024, and a knife attack at a mosque in Türkiye in August 2024. In September 2024, two U.S. leaders of Terrorgram were charged with soliciting hate crimes and conspiring to support terrorists.

The three leaders designated are Ciro Daniel Amorim Ferreira from Brazil, Noah Licul from Croatia, and Hendrik-Wahl Muller from South Africa. Their designation aims to prevent them from exploiting the U.S. financial system by blocking their property within U.S. jurisdiction and prohibiting transactions with U.S. persons.

These designations are part of the Biden-Harris Administration's broader efforts to counter domestic terrorism, including racially or ethnically motivated violent extremism (REMVE) and white identity terrorism. In June 2021, the administration released a National Strategy for Countering Domestic Terrorism to address these threats.
