The U.S. Department of Commerce and the Norwegian Ministry of Trade, Industry, and Fisheries have released a report focusing on non-market policies and practices (NMPPs) affecting critical mineral markets. This report represents a collaborative effort to enhance transparency in the supply chains for minerals crucial to both countries.

The International Trade Administration’s Industry and Analysis business unit was instrumental in developing this comprehensive document. Assistant Secretary of Commerce for Industry and Analysis Grant Harris emphasized the importance of securing mineral supply chains for national security and economic competitiveness. "This report provides an in-depth analysis of how non-market policies and practices have impacted the markets for critical minerals," Harris stated. He suggested that market-oriented economies use this information to strengthen supply chains.

The report examines mineral supply chains in the United States and Norway, detailing NMPPs that affect these markets. It specifically looks at their impact on rare earth elements, graphite, cobalt, nickel, and magnesium.

According to the findings, without intervention from market-oriented countries working with industry stakeholders, critical mineral supply chains may remain vulnerable. The report is intended as a tool to identify responses to NMPPs, promoting sustainable and high-standard mining activities globally.
