US expands sanctions on over 250 enablers supporting Russian military activities

The United States has announced new sanctions targeting over 250 individuals and entities linked to Russia's military operations in Ukraine. This move follows the recent sanctions on Russia's energy sector imposed on January 10. The aim is to further restrict Russia's capacity to conduct warfare and prevent evasion of existing sanctions.

The Department of State has sanctioned more than 150 individuals and entities involved in Russia’s defense industry, including several companies outside of Russia that assist in bypassing these sanctions. Notably, many of these companies are based in the People’s Republic of China (PRC), which is a significant supplier of defense-related goods to Russia. Additional measures target subsidiaries of the State Atomic Energy Corporation Rosatom.

Simultaneously, the Department of the Treasury has re-designated nearly 100 major entities across various sectors under Executive Order 13662. These include financial, defense, and energy sectors within Russia. The Treasury also targets participants in a scheme between Russia and the PRC designed to facilitate cross-border payments for dual-use goods, as well as a financial institution based in Kyrgyz Republic that collaborated with Russian officials and a U.S.-designated bank to circumvent sanctions.

The United States continues its efforts alongside G7 partners and other allies to disrupt what it describes as "Russia’s illegal war against Ukraine." A statement reaffirmed solidarity with Ukrainians defending their homeland against what is termed an "illegal war of choice."

Actions by the Department of State were taken under Executive Order (E.O.) 14024, while those by the Department of the Treasury were pursuant to both E.O. 13662 and E.O. 14024, as amended.
