EPA finalizes review of Upper Hudson PCB cleanup after public comment

The U.S. Environmental Protection Agency (EPA) has finalized its third periodic review of the cleanup of polychlorinated biphenyls (PCBs) in the Upper Hudson River, following a public comment period. The agency analyzed data from water, fish, and sediment collected between 2016 and 2021, as well as fish data from 2022. The EPA concluded that PCB levels in water and fish are generally decreasing but stated that more fish data is required to make science-based conclusions about recovery rates.

Lisa F. Garcia, EPA Regional Administrator, emphasized the importance of community input: “In issuing this final report today, we want to express how much EPA appreciates hearing from Hudson River communities for the past few months.” She added that while a final determination on the cleanup's effectiveness cannot yet be made, it will be done as soon as possible.

The EPA plans to release an addendum to its report once sufficient fish data is available, expected by 2027 at the latest. Some public comments suggested that the cleanup might not adequately protect health and the environment; however, no decision on protectiveness has been made at this time.

The agency is enhancing its monitoring program with special studies focusing on specific areas of the river's water, fish, and sediment. Restrictions on fish consumption remain necessary due to PCB contamination risks. The EPA continues collaborating with New York State Department of Health for education and outreach efforts regarding these restrictions.

General Electric Company (GE) remains accountable for PCBs originating from its former manufacturing plants in Hudson Falls and Fort Edward. An extensive floodplain study is ongoing along a 43-mile stretch of river between Hudson Falls and Troy to assess soil contamination levels.
