U.S. imposes sanctions on Chinese-linked cyber actors for hacking

The United States has announced sanctions against Yin Kecheng and Sichuan Juxinhe Network Technology Co., LTD. (Sichuan Juxinhe), identified as cyber actors linked to the People's Republic of China (PRC). These individuals and entities are accused of serious cyber intrusions targeting U.S. victims.

Yin Kecheng, based in Shanghai and affiliated with the PRC Ministry of State Security, is implicated in the recent breach of the Department of Treasury's network. Sichuan Juxinhe, a cybersecurity company located in Sichuan, is involved in Salt Typhoon activities. This malicious activity has led to numerous breaches within U.S. telecommunications and internet service providers as part of a significant cyber espionage campaign.

According to Matthew Miller, Department Spokesperson, "PRC-based hackers pose a persistent and significant threat to our national security." He further noted that these incidents exemplify the PRC's readiness to engage in reckless cyber operations.

In response, the U.S. is collaborating globally by sharing information on identifying such intrusions and strengthening network defenses. Additionally, the U.S. Department of State’s Rewards for Justice program offers up to $10 million for information leading to those engaged in malicious cyber activities under foreign government direction or control against U.S. critical infrastructure.

The actions taken today are pursuant to Executive Order 13694, as amended. The United States remains committed to utilizing all available tools to counteract PRC cyber threats impacting American safety and infrastructure as well as that of allies.
