Fargo – Justin Lee Baker, a 44-year-old resident of Belcourt, North Dakota, has been sentenced to life in federal prison. The sentencing took place on January 28, 2025, before District Court Judge Peter Welte. Baker was convicted on charges including two counts of sexual abuse by threat of death or serious bodily injury and two counts of assault by strangulation against a spouse, intimate partner, or dating partner. He was also ordered to pay $400 in special assessment fees.
The case dates back to August 2020 when law enforcement responded to a domestic disturbance report in Belcourt. Jane Doe 1 reported being severely beaten by her boyfriend, identified as Baker. Officers noted extensive bruising and a laceration on her head. In August 2023, Jane Doe 1 detailed the physical and sexual assaults she endured at the hands of Baker during an interview with the Federal Bureau of Investigation (FBI). She recounted that Baker used objects during the assault causing severe pain and believed he intended to kill her.
The FBI's investigation uncovered multiple victims who had suffered similar abuses from Baker. Among them was Jane Doe 2, who described being held captive in Baker’s camper where she experienced physical and sexual violence. She reported losing consciousness due to strangulation and expressed fear for her life after being threatened by Baker.
United States Attorney Mac Schneider remarked on the severity of the crimes stating: “This sentence is a fitting one considering the brutality and depravity of the defendant’s crimes against his domestic partners and women in the community.” He emphasized that such offenses would be met with rigorous legal action.
Special Agent in Charge Alvin M. Winston Sr., from FBI Minneapolis, condemned Baker's actions as "cruel and reprehensible" adding that this case underscores the FBI's commitment to pursuing justice for victims of such crimes.
The investigation was conducted by the Federal Bureau of Investigation.
