A former employee of the Department of Energy's Strategic Petroleum Reserve has been found guilty in connection with a scheme to defraud the United States. The indictment alleges that Guillory conspired with Cajan Welding & Rentals, Ltd. to undermine the government procurement process and secure non-public pricing and cost information. This information was used to obtain subcontract awards and payments from the U.S. Department of Energy.
From 2002 until 2016, Cajan Welding & Rentals was awarded over 50 subcontracts and received more than $15 million in payments from the U.S. Department of Energy. During this period, Guillory reportedly received financial benefits from Cajan.
The verdict marks a significant development in efforts to uphold integrity within government procurement processes.
