Jesse Fegurgur Belen, a 46-year-old resident of Dededo, Guam, has been sentenced to 105 months in federal prison for attempted possession with intent to distribute methamphetamine. The sentencing follows Belen's guilty plea to the charge of attempting to possess over fifty grams of methamphetamine, as per 21 U.S.C. § 841(a)(1). In addition to his prison term, Belen will face five years of supervised release, complete 50 hours of community service, and pay a $100 special assessment fee. The court also ordered the forfeiture of $1,636 in U.S. currency.
In November 2022, Belen tried to obtain a postal package containing one pound of nearly pure methamphetamine sent from Colton, California. The package was addressed to the Yigo Post Office in Guam. Alongside co-defendant Lorina Fejeran, Belen collected the package and traveled to Wusstig Road in Dededo. Upon being stopped by law enforcement at a commercial building, Belen attempted to flee on foot with the drugs and discarded them into a nearby yard before being apprehended.
United States Attorney Shawn N. Anderson emphasized ongoing efforts to intercept drug trafficking through mail systems: "We will continue to interdict drugs trafficked through our mail system in an effort to keep Guam safe." He noted that Belen's criminal history made him a significant target for federal prosecution.
Special Agent in Charge Lucy Cabral-DeArmas highlighted Homeland Security Investigations' (HSI) role in preventing dangerous drugs from entering communities: "By leveraging our partnerships with law enforcement, we can hold individuals accountable for their actions."
Stephen Sherwood from the United States Postal Inspection Service (USPIS) underscored their commitment: “United States Postal Inspectors are dedicated to maintaining the sanctity of trust placed in the US Mail.” He thanked local partners like Guam Customs and Quarantine Agency and Guam Police Department for their collaboration.
